About TOPS Products
TOPS Products has manufactured legal pads, notebooks, and office paper products in Covington, Tennessee for over seven decades, supplying American offices, law firms, and schools with the pads and forms that define the American professional writing tradition.
Heritage & History
TOPS Products traces its origins to the mid-20th century American office supply industry, when the growth of corporate America created enormous demand for standardized writing papers, accounting pads, and legal-sized forms. The Covington, Tennessee operation became the manufacturing center for a product line that grew to encompass hundreds of formats — from the classic yellow legal pad to columnar accounting forms, steno notebooks, and specialty pads for every professional writing need.
The yellow legal pad is the most iconic product in the TOPS line — a format so embedded in American professional culture that the term 'legal pad' is understood instantly by anyone who has worked in an office, law firm, or courtroom. TOPS has produced this format in Tennessee through decades of office supply industry consolidation, maintaining domestic manufacturing when competitors moved production overseas.
Made in Covington, Tennessee
TOPS Products manufactures its core writing pad and notebook lines in Covington, Tennessee, a city with a long history of paper goods production in the mid-South. The Covington facility handles the full production process: receiving parent rolls of paper, ruling and printing lines and margins, cutting to format, padding with compound, and packaging. The production scale at Covington allows TOPS to maintain consistent quality across the millions of legal pads and notebooks shipped annually.
The legal pad format itself — yellow tinted paper, specific ruling, chipboard backing, and glued head — was standardized around professional use. The yellow tint reduces glare under fluorescent office lighting; the ruling width accommodates adult handwriting at normal speed; the chipboard back allows writing without a desk surface. TOPS has maintained this functional standard for decades.
